1. Message from the Top
There is a major paradigm shift that has taken place in the way candidates find jobs. Do you understand the shift? Would you like to? One of the hot issues we discuss in the Red Alert is the paradigm shift that is taking place in sourcing candidates and the way candidates find jobs. WEDDLE’s published a survey (see Article 3 below) last month of how candidates are finding jobs and it reinforces my contention that the paradigm of how to find candidates has changed. As with any paradigm shift, it takes time for everyone to understand what has happened.
For example, at the turn of the nineteenth to the twentieth century, there were many who advocated that the new horseless carriages would never replace a man’s horse. They argued that you could not find petrol for the new contraptions; parts were hard to come by; very few people knew how to maintain the horseless carriages; and it was just a passing toy fad of the rich. Yet by the end of World War I the die was cast. The populations in the United States and Europe moved from the horse to the car. But there were still people in denial that the paradigm of modes of transport had or would change.
Today there are still some in the human resource community that are in denial about the paradigm shift to the Internet regarding finding employees. The old dominant method of networking, while still vital to any job search, is no longer the number one way candidates find a job or companies find employees. Numerous studies confirm the paradigm shift has occurred. The Internet is now the proven way most jobs and candidates are found.
Reinforcing the paradigm shift and the WEDDLE’s survey was a recent study by Booz Allen Hamilton of 73 leading large employers. That study found that 51% of the jobs filled in 2005 were from the Internet and only 5% came from newspapers. The study also showed that the majority of employers felt the Web contributed to an increase in quality of new hires in 2005 over previous years.
Significantly, the Booz Allen Hamilton study found in terms of ROI (return on investment), the employers favored niche job boards (58%) to general job board (51%). More importantly, in terms of what the companies planned to use for future recruiting, 51% chose niche jobs boards to only 29% for general job boards. This is an important finding when putting together your company’s recruiting campaign. Niche job boards should be a critical part to any effort you undertake, and VetJobs should be part of your strategy!
The real bottom line and lesson to be learned from these studies is that to win the war for the best talent, a company must use a multifaceted sourcing strategy that includes newspapers, networking and employee referrals as well as the Internet. For many companies, the use of third party recruiters will remain important. But recognize that the Internet is now the leading source for finding candidates!
In light of all these studies and the importance that companies place on referrals, it is interesting to note that the Department of Labor is now discouraging companies from using referral programs (see Article 4 below). This will be an issue to watch over the next several months!
While there are no federal holidays this month, we do celebrate the birthday of the United States Coast Guard! On August 4, 1790, the Coast Guard was founded. With the War on Terrorism, the Coast Guard plays a very vital role in the defense of our country both at home and overseas. If you meet a current or former member of the Coast Guard this month, tell them “Happy Birthday!”
Finally, we want to congratulate the recipients of the 2006 Freedom Award which is sponsored by the National Committee for Employer Support of the Guard and Reserve (see Article 5 below). 3. WEDDLE’s Survey – Job Boards Lead Hiring
WEDDLE’s recently asked the visitors to the WEDDLE’s web site to answer how they found their last job. A total of 708 people nationwide participated in the survey which constitutes a statistically significant sampling. Here’s what the respondents said were the top ten sources of hire:
31.2% Answered an ad on a job board
10.6% Sent their resume to the company
9.3% Answered an ad in the newspaper
8.5% Responded to a tip from a friend
6.8% Were referred by an employee of the company
6.6% Received a call from a headhunter
5.1% Answered an ad posted on the company’s Web-site
4.9% Attended a career fair
4.8% Used networking at a business event
2.7% Received a call from a staffing firm
2.7% Responded to a tip from a family member
4. New EEOC Compliance Manual – Nixes Referral Recruiting
The new EEOC Compliance Manual issued on April 19, 2006, updates guidance on the prohibition of discrimination under Title VII of the Civil Rights Act of 1964. The manual explicitly warns that recruiting only at select colleges or relying on word-of-mouth recruiting, which includes employee referral programs, may generate applicant pools that do not reflect diversity in the labor market. The new manual places a greater burden on employers to eliminate potential sources of discrimination in hiring. Workforce management executives may operate with full awareness of the legal pitfalls involved in the later stages of the recruiting process, but constructing an applicant pool carries its own set of potential lawsuits. In the rush to fill positions, these risks are too often ignored. The new EEOC Compliance Manual will change the established use of employee referrals.

6. Be Careful Before Disclosing Self-analysis to OFCCP
A recent article in HR News by Allen Smith warns not to disclose self-analysis to the Office of Federal Contract Compliance Programs (OFCCP). OFCCP issued final standards on June 16 that spell out the multiple-regression analysis that the agency applies to claims of systemic pay discrimination. Federal contractors and those who may be subject to OFCCP face the choice of whether they will share their multiple regression self-analyses with the agency should they be the target of an OFCCP audit. The OFCCP is encouraging employers to share their self-analysis. However, a contractor instead might opt to certify that it conducted compliance certification alternative analysis and not disclose, thereby preserving any attorney-client privilege over its compensation self-analysis. More on a company’s options is discussed by David Cohen, president of DCI Consulting Group Inc. in Washington, D.C., in a June 20 interview with HR News. Those subject to OFCCP should read the interview.
7. National Guard and Reserve Mobilized as of July 17, 2006
Total number currently on active duty in support of the partial mobilization for the Army National Guard and Army Reserve is 34,916; Naval Reserve, 7,328; Air National Guard and Air Force Reserve, 35,075; Marine Corps Reserve, 3,869; and the Coast Guard Reserve 1,327. This brings the total Reserve and National Guard on active duty to 82,515 including both units and individual augmentees. 1782 – The Purple Heart Medal was established by Congress.
1790 – US Coast Guard established.
1801 – The USS Enterprise seized the Tripolitan corsair Tripoli in naval action in the Mediterranean Sea (War with Tripoli). 1864 – Admiral David Farragut, USN, exclaiming “Damn the torpedoes, full speed ahead,” ran through a Confederate minefield at Mobile Bay, Alabama, and captured a defending group of Confederate ships (American Civil War). 1914 – Germany declared war on Russia and France declared full mobilization for war (World War I). 1914 – Britain declared war on Austria-Hungary (World War I). 1941 – Beginning of the three-year siege of Leningrad by German troops (World War II). 1942 – US Marines landed on Guadalcanal, in the Solomon Islands, the first American amphibious operation in World War II. 1945 – The US Army Air Force bomber Enola Gay, piloted by COL Paul Tibbets, dropped the first atomic bomb on the city of Hiroshima, Japan.
